What this means
Start with the exact decision in front of you.
A GDC case can pass through initial assessment, assessment, case examiners and, where required, a Practice Committee. Knowing the current stage prevents a response aimed at the wrong decision-maker.
Immediate priorities
Organise the position before responding.
Identify the stage named in the latest notice
Secure the complaint, clinical records and correspondence
Separate any employer or indemnity process from the GDC process

01
Locate the case within the GDC process
A GDC concern can move through initial assessment, assessment, investigation, case examiners and, if referred, a Practice Committee at the Dental Professionals Hearings Service. The terminology matters because each stage answers a different question. An early assessment asks whether the information raises a public-protection issue; case examiners apply a real-prospect test after evidence has been gathered; a Practice Committee can determine disputed facts, impairment and sanction after a hearing. The record should show how this point applies, rather than asking the decision-maker to assume it.
Start with the latest notice rather than the date the original complaint was made. Record the stage named, the decision-maker, the information requested and the response date. The GDC may obtain clinical advice, records or information from employers and other bodies. A parallel patient complaint, indemnity claim or workplace investigation can concern the same treatment but has a different function. Keep a single chronology while identifying which evidence was created for each process.
- Name the current stage and decision-maker
- Separate the GDC case from complaint and employment routes
- Track every request and item of evidence in one chronology
02
Early assessment is not a final finding
The GDC investigates serious concerns about a dental professional's practice, health or behaviour where public protection may be engaged. Initial assessment considers whether the concern belongs in the fitness-to-practise system. At assessment, further information may be gathered to decide whether there is an allegation of impaired fitness to practise to send to case examiners. Progression means that further regulatory consideration is justified; it does not prove the allegation or current impairment.
The GDC's published guidance says a dental professional can continue working while the investigation proceeds unless a separate restriction applies. Confirm that position against the live register, employment decisions and any interim order. Do not imply that working without restriction proves the case lacks merit. It means only that no enforceable registration restriction currently applies. Evidence of safe work may later be relevant, particularly when it comes from informed supervisors and addresses the actual concern.
- Treat progression as a procedural decision, not proof
- Check the Register and any employer restrictions independently
- Preserve evidence of current work without overstating what it establishes
03
Know the routes out of the investigation
After gathering the information it needs, the GDC may close the matter or refer allegations to two case examiners, one lay and one dental professional. Case examiners may close, give advice, issue a warning, propose undertakings or refer to a Practice Committee, within their powers and the circumstances. An immediate or serious risk can also lead to a separate Interim Orders Committee referral while the substantive investigation continues. The result depends on the governing rules, the available evidence and the person's current circumstances.
If the case is referred for a full inquiry, the Dental Professionals Hearings Service provides the adjudication function separately from the GDC's investigation work. The relevant committee may be Professional Conduct, Professional Performance or Health. Preserve all versions of allegations and observations because the case can be refined before the hearing. A clear handover file should show what is agreed, what remains disputed, what evidence is outstanding and what current-risk material has developed.
- Distinguish case-examiner outcomes from committee sanctions
- Treat interim referral as a separate risk process
- Maintain a version history for allegations and submitted observations
Key questions
Keep the analysis tied to this stage.
Whether the concern meets the regulatory threshold
What further information is needed
Whether the case closes, resolves or proceeds
Advice is provided only by the regulated firm that accepts a matter.
Common questions
Clarifying the route without assuming the outcome.
Does a GDC investigation mean my fitness to practise is impaired?
No. Investigation and assessment gather and evaluate information. Case examiners or a Practice Committee make later decisions under their respective tests.
Can a dental professional keep working during a GDC investigation?
The GDC says professionals can generally continue in their current role while it investigates, but employment action, undertakings, conditions or an interim order can change the practical position.
