What this means
Start with the exact decision in front of you.
A substantive-order review looks forward as well as back. Compliance, insight, strengthened practice and current capability help determine whether restriction remains necessary.
Immediate priorities
Organise the position before responding.
Read the original panel's reasons and review directions
Document compliance and meaningful practice development
Address unresolved risks and future safeguards

01
Sanction follows findings of current impairment
The NMC Fitness to Practise Committee first considers whether any action is required after finding impairment. Available sanctions include caution, conditions of practice, suspension and striking off within the statutory framework. The choice is protective, addressing patient safety, public confidence and proper professional standards. It is not a tariff in which a named allegation always produces one result. The panel must assess seriousness, risk and proportionality on the facts it found.
Conditions should identify the risk and provide a workable, measurable route to safe practice. Suspension can protect the public while remediation continues where that is appropriate. Striking off has the most serious registration effect, and its availability can depend on the ground and procedural history. For example, the NMC explains limits on immediate striking off in certain health, competence and English-language cases. Use the current guidance for the actual ground.
- Base outcome submissions on the panel's findings
- Test whether conditions are sufficient and workable
- Check sanction powers for the specific impairment ground
02
A substantive review asks what remains impaired
Before conditions or suspension expire, a review panel may consider whether fitness to practise remains impaired and what order is now required. It does not usually retry the original case. Read the original determination and earlier reviews for the risks identified and the evidence requested. Create a compliance schedule matching each term or recommendation to dated, independent proof of what occurred and what changed. Any response should connect this point to the documents and decision actually under consideration.
The professional has a practical need to demonstrate insight, remediation and safe future practice because much of that evidence is within their control. Show outcomes, not activity alone. A course followed by successful supervised practice and audit gives a different picture from a late certificate. If health is relevant, current functional evidence and risk management are more useful than an unfocused medical history. Address any breach or lack of engagement directly.
- Use prior reasons as the review evidence plan
- Prove each condition with contemporaneous records
- Show sustained change and present safe-practice capacity
03
Plan for each lawful review outcome
A review panel may allow an order to expire, confirm, vary or extend it, or impose another available order where the legal requirements are met. Explain what remaining risk each proposed restriction would address and how it can operate. If a professional has been unable to secure a placement, document efforts, maintain knowledge through other means and present a realistic return plan rather than claiming full remediation without observed practice.
After the review, read the effective terms and update supervisors or employers through the proper route. If the order continues, start the next evidence cycle at once. Where removal from the register or another administrative step is considered while an order is active, obtain case-specific advice because that route does not necessarily erase the panel's impairment findings or their relevance to a future return application. Keeping that question separate makes the resulting submission clearer and more reliable.
- Match proposed restrictions to any remaining risk
- Evidence barriers to work and the steps taken
- Implement the new order and evidence plan immediately

Common questions
Clarifying the route without assuming the outcome.
Does an NMC review hearing retry the original allegations?
Ordinarily it starts from the original findings and focuses on whether impairment remains and what protection is needed now.
Can a conditions order end at review?
Yes, if the panel is satisfied that continued restriction is not required. The outcome depends on current impairment, compliance and the individual evidence.
