A concern has been raised with the GCC: first steps

The GCC reviews a concern before investigation and may gather information for the Investigating Committee. Preserve the notice and original patient record, and identify the present request before drafting an account.

What this means

Start with the exact decision in front of you.

The GCC reviews a concern before investigation and may gather information for the Investigating Committee. Preserve the notice and original patient record, and identify the present request before drafting an account.

Immediate priorities

Organise the position before responding.

01

Save the concern, correspondence and response date

02

Secure unaltered clinical and consent records

03

Notify the relevant insurer or professional association

01

Work from the GCC's actual request

Under the current statutory structure, a complaint against a chiropractor proceeds into the GCC investigation process rather than through the separate GOsC-style screener model. Read the complaint, covering letter and requested information in full. Record the allegations, treatment dates, response deadline and whether immediate-risk action is mentioned. The opening of an investigation does not establish a case to answer or prove impaired fitness to practise.

Identify whether the concern alleges unacceptable professional conduct, professional incompetence, a relevant conviction or serious health impairment. The labels affect the later committee route but should not be accepted merely because a complainant used them. A clinical disappointment, fee dispute or communication issue may contain a regulatory concern, yet the GCC's statutory question remains distinct from compensation, contract or a practice's local complaint response.

  • Save the complaint and complete GCC correspondence
  • Identify the possible statutory allegation
  • Record every requested item and deadline

02

Preserve the patient record

Secure original clinical notes, examination findings, consent discussions, imaging, correspondence, appointment data and billing material. Preserve audit information and do not add retrospective detail to the original record. If an explanation is required, make a separate dated statement showing which documents refreshed memory. The GCC may obtain witness statements or expert evidence, so source integrity is more valuable than a reconstructed note that cannot be authenticated.

Patient confidentiality remains important. Provide records through the GCC's process and identify unrelated third-party information requiring careful handling. Do not contact the complainant to influence their account or ask colleagues to align memories. If an insurer, employer, civil claim or police enquiry is involved, create a parallel-proceedings map and keep factual accounts consistent while recognising that each body applies a different test.

  • Preserve originals and metadata
  • Keep later explanations separate
  • Avoid inappropriate witness contact

03

Protect the immediate practice position

GCC guidance tells chiropractors to contact their professional association and indemnity insurer when a concern is raised. Check notification terms promptly and preserve proof. An investigation alone does not suspend registration. Verify any actual restriction on the register and in a formal order. Employer or clinic action may affect work separately, but it should not be described as a GCC sanction unless the Council imposed it.

If the papers allege immediate public risk, collect current practice, supervision and safety evidence without delaying the requested response. The Investigating Committee has limited interim-suspension power and later committees may consider further interim action. Focus on present risk and avoid trying to decide the whole complaint prematurely. A controlled first response can confirm receipt, request missing material and protect time to prepare accurate observations.

  • Notify relevant insurer and association
  • Verify whether a formal restriction exists
  • Prioritise any immediate-risk notice

Common questions

Clarifying the route without assuming the outcome.

Does the GCC screen complaints in the same way as GOsC?

No. The current GCC process moves complaints into investigation and evidence gathering before the Investigating Committee, rather than using the same separate screener structure.

Can I continue practising during a GCC investigation?

An investigation alone does not suspend registration. Check the register, any interim order and separate employer or clinic restrictions.
