The GCC Investigating Committee considers all gathered material and decides whether there is a case to answer. It sits privately with chiropractor and lay members and can receive legal advice. Its function is a threshold decision, not a final determination of disputed misconduct, incompetence or health impairment. Referral means the allegation can proceed to adjudication; it does not mean the complaint has been proved.

Review the case file for the complaint, observations, complainant comments, records, expert material and any health evidence. Identify material that appeared after the chiropractor's last opportunity to respond. The Committee should have a fair, accurate record. If a serious factual dispute can only be resolved through oral evidence, explain that rather than inviting the Committee to choose credibility conclusively on papers.

Address the correct referral route

Conduct, professional incompetence and relevant conviction allegations go to the Professional Conduct Committee if a case to answer is found. Serious health impairment proceeds to the Health Committee. Separate mixed concerns carefully so confidential medical evidence is not used broadly in a conduct case without procedural basis. The statutory allegation should identify the facts and ground clearly enough for later preparation.

If the proposed allegation changes the complaint materially, compare it with the investigation evidence and observations. Preserve objections to ambiguity or unsupported particulars through the proper procedure. A later committee may allow amendment, but the chiropractor should know the exact case being met. Current-practice evidence can inform present risk without turning the IC prematurely into a final sanctions hearing at that stage.

Respond to interim and challenge issues

The Investigating Committee can impose immediate interim suspension for a limited period, described in official material as up to two months, where necessary to protect the public. That decision is separate from case-to-answer referral. If raised, obtain the notice and focus evidence on current risk, practice arrangements and proportionality. Do not assume conditions are available under the same statutory power without checking.

There is no ordinary statutory appeal from the Investigating Committee's case-to-answer decision. Judicial review examines lawfulness rather than retrying merits and has demanding timing and grounds.
