Use the response period effectively
GCC information for registrants commonly provides 28 days for observations after the evidence is sent, but the notice governs the individual case. Record the date and identify what material is included. Build a schedule for each allegation showing admitted, disputed and contextual facts, the supporting evidence and any document needed. Do not wait until the final days to raise a significant missing record or access problem.
The complainant may be invited to comment on the chiropractor's observations, and new comments can return for a further response. Write with that exchange in mind. Avoid unnecessary confidential detail, personal attacks or speculation about motive. Where the account conflicts with the complaint, identify the clinical record, communication or other source supporting the position. A clear disagreement is more useful than an assertion that the complainant is simply wrong.

Address the Code in force
The GCC Code of Professional Practice took effect on 1 January 2026, replacing the earlier Code. Determine when the alleged conduct occurred and which standards then applied. Older guidance or sanctions documents may still quote the 2016 Code, so do not cite them as if they govern later conduct without checking. A departure from a standard informs the case but does not automatically establish the statutory allegation.
Explain clinical reasoning, consent, communication and record keeping through contemporaneous evidence. If practice changed, give dates and proof. Training, audit, peer review or revised patient information may show remediation when tied to the concern. A certificate without evidence of implementation carries limited weight. Insight can recognise patient impact and learning while maintaining a defensible factual dispute about what actually happened.

Prepare for the paper committee
The Investigating Committee reviews the papers privately to decide whether an allegation could be proved and should proceed. It does not normally resolve substantial conflicts in the way a final hearing does. Structure observations for that threshold: clarify the facts, evidential gaps, statutory ground and current position. Do not argue sanction as though a PCC finding has already been made.
If the Committee identifies a case to answer, it drafts and refers the allegation to the Professional Conduct Committee or Health Committee. There is no ordinary statutory appeal from that referral; judicial review is a distinct public-law route in an appropriate case. Preserve the submitted response and source bundle so any referred allegation can be compared with the case the chiropractor actually answered.
